    Yes they have to refund the money. If they refuse, you can (and should) take legal action. By paying for a product, you have fulfilled your half of the contract. If they don’t fulfill theirs by delivering that product, they have breached that contract. It may be hard though over the internet getting your money back. That’s why you should always look into companies before you send them your money. Many of them do this type of thing regularly, it is how they make money because they know most people won’t actually take legal action. I always just google "customer reviews for *company*" If the company does this a lot, people will be complaining about it.
